The Federation's odd policy toward Bajor

I thought the bajoran attitude towards the feds was explained in the second episode of season one .The bajorans may have been pretty hostile towards the Feds only after the bajorans kick the cardies off their planet does the Fed offer assistance ?I would be pretty ticked too and be very wary towards any so called help.

Didn't the provisional Government request help from the UFP, rather than the UFP offer it?

And it's implied in the pilot that the Cardassians where all too willing to come back when Bajor had something of value again.
 
The Cardassians didn't want to leave in the first place, but they either had to divert their resources and forces elsewhere or Bajoran withdrawal was part of the DMZ treaty with the Federation (more likely it was a side-effect, otherwise the Bajorans might've been a bit friendlier). Dukat himself wanted Bajor back because the withdrawal happened during his reign and it damaged his career since it looked like he mismanaged things to the point they had to withdraw.
 
The DMZ treaty didn't occur until S7 of TNG I believe, so the withdrawal from DS9 is unrelated unless I've got my facts screwed up.

The novels strongly suggest that the Withdrawal occurred because the Detapa Council finally got enough clout and enough individuals opposed to the occupation that they were able to force the issue on Central Command...not that everyone in CC approved of the occupation either by that point.
 
DS9 started around the time of "Chain of Command" in TNG S6, didn't it? They were in negotiations by then, so maybe the withdrawal was part of them reorganizing their forces in preparation of the redrawn borders.
