Yes, we finally get a Romulan without the icky wig. They took care with the hair and makeup this time. They put such crap on these characters. Ears out of proportion to their faces, stupid wigs, green paint. They try to cast white skinned caucasians and it does not work. Use olive skinned actors and lose the green paint. Hispanics, Middle easterners and etc look more natural. It's very important. Kirsty Alley and Kim Cattrell were DISASTERS as Vulcans.
It's my personal favorite of TNG. It's got everything I love in a TNG episode - good drama, intrigue, a great guest character, excellent acting all around and some good action that isn't necessarily an adrenaline bath.
It's in my top ten or so for all the reasons you mention. Funny, I just watched it today.
Yup, same reason I like "Ensign Ro". One of Picard's best traits as a character is that he can sometimes get out in front of the curve, & spin all the bullshit loose, all the while laying in wait. There's at least a dozen episodes where he out-thinks or outmaneuvers, to get in front of a situation. These 2 are some of the best
There was a genuine pounding of war drums. For the first time, it seemed like the Romulans were a true threat on TNG, and not some annoyance. James Sloyan was great as a tragic character. Although the episode did fall on the TNG tendency to rely on the guest star to add all of the conflict, it was a great Picard story. My only regret was that the writers failed to capitilize on the potential for a great story arc. But as a stand alone episode, it was on the best of the season, if not the series.
One of the great Trek eps, not just great TNG. Sloyan was awesome as an enigmatic character that you end up crying for. And contains what may be my all time favorite fanboy scene (and Stewart's delivery is perfect):

Definitely in my top 5 if not top 3 of TNG. Excellent acting, action, and a great ending that gets you every time.
As a side note, this is the first episode to feature the 4 foot E-D model used in close ups through the rest of the series (a 6 foot model was used before this).
