Favorite (Favourite for the American impaired) funny moments--I'll start:

When Q regains his powers after being striped of them and returns to the Enterprise bridge with a mariachi band and cigars for all. (This one really tickled me.)

When Dukat gets a sand spine in his rump and Kira has to pull it out. (Classic)
 
Worf sneezing right into Spot's face while holding the animal at arm's length after he agrees to take care of the cat for Data :)
 
I love the kid in Disaster that talks about his radishes. Picard's reaction is great too.

Good one.

Picard: Well, then, um... what did you do for your science projects?

Boy: I planted radishes in a special dirt, and they came up all weird.

Picard: I see. That's very... very commendable.

Ah, yes. If I remember right, this angered Spot which made it all the funnier.
 
My favorite is in 'In Thy Image' when the woman examines Dats and decides he's an iceman from the north. RDM is a good writer. I would have never gotten around that one.
 
In "Family" when Sergei pats Worf's belly and tells Worf he's put on a bit of weight. Worf's reaction is priceless.

That was funny. It reminds me of another great Worf moment--in Insurrection:

Worf: I have an odd craving for the blood of a live Kolar beast. This environment must be affecting me again.

Data: And have you noticed how your boobs have started to firm up?

You left out the best part of the joke. The woman is going on about in the older days of superstitions people would think Data was a demon or something, but than in this day of rational thought and logic, they know Data to be an iceman.
 
Picard's embarassed reaction to the Admiral questioning him about "Captain Picard Day" in The Pegasus.

"It's for the children. I'm a role-model."

and since TOS hasn't been mentioned, City on the Edge of Forever, when Kirk tries to explain Spock's appearance to the 1930 policeman saying he was Chinese and had gotten his ears caught in an automatic rice picker.
 
In Up the Long Ladder, Odell's initial reaction to Worf. I know it's not a Top Ten episode for most people, but it's a good humorous moment:

(gulps) "I don't suppose security is much of a problem."

Priceless.

My all-time favorite moment, though, might be the Goddess of Empathy bit from Hollow Pursuits.

One last one, that I've loved since I first saw Haven in the original TNG run: "Thanks for the drinks." The reaction floors me every time. The whole party scene is great, and in general I love the episode as an over-the-top example of a nightmare mother/mother-in-law showing up at your job and completely embarrassing you in front of your boss and everyone else. These days, I fast-forward through the "plague ship" bits.

I laughed out loud again just reading that.

Two of the scenes that make me crack up all the time are the one where Picard calls Barclay "Broccolli" and the scene where Troi and Riker are explaining to Picard that Lwaxana is pretty much in heat and has picked him as her mate. Those scenes are priceless and always have me giggling.
 
I find the scene in "The Schizoid Man", when Dr. Graves' assistant asks if Worf is a Romulan to be amusing. The deadly look on Worf's face is priceless, plus, the humor is compounded because Worf is standing next to Dr. Selar at the time, and if anyone on the landing party should be confused with a Romulan, you would think it would be the Vulcan.
 
When Riker is explaining technobabble to the Ferengi and says flux capacitor in 'Rascals'.
