The Civil Service Exam and getting a job

Sorry if the title is misleading. I did not take the exam, but a friend of mine did. Do they pay more if someone were to have a college education or is the pay about the same when compare to a high school graduate? I understand when it comes to advancement such as promotion college education is the key to climb up the ladder.

Not sure about college education being a factor, but they give preference to people in the military.

Which country? At least in the UK, you only have an exam if you're going for specialist/technical roles, which require degrees. Also you get paid the starting rate for the grade you're applying at (e.g. all starting Admin Officers in a department get one wage), regardless of qualifications/experience. The quals/experience just help you to advance in grade.

I can tell you about my personal experience.

I work in a Civil Service job. I had to take a Civil Service exam to get it. My rate of pay is determined entirely by my title and the agreement made between my union and the county I work for on employee compensation. My level of education has zero to do with it. I passed the test, I got the job, I get paid what the county and union say I get paid.

Sometimes education determines whether or not you're eligible to take the test, but past that it has no bearing.

I was a civil servant for 20+ years in NC, USA. I took an exam at the beginning and got an entry level position but was able to move up. The pay depended on your job series. Some jobs have education requirements and those are usually the higher paid positions. For instance, after 3 years, I was a Contract Specialist series 1102 which did have a requirement for a college degree. But beyond the pay, there is a great benefits package and job security.
