If it indeed is critical (and i don't think it is because ISPs have still contingencies of unused IPv4 adresses) you can imagine that all major and minor internet providers will pour billions if need be to upgrade to IPv6.
I don't know how costly or technically complicated the process would be but i guess only really old computers and routers would have real problems but then if the majority or a significant portion is switched over to v6 wouldn't that alleviate the shortage of v4 adresses so old systems that can't handle v6 would phase out naturally and not in some kind of rushed action?
