Why did Troi ever have to wear a catsuit at all, though? Marina looked very sexy in the skant she had on, in the first episode. They should've just let her keep on wearing it, even when it was phased out, everywhere else, onboard.

Honestly, I think the on-set "canon" answer is that producers insisted on it, in order to appeal to young men/boys. And it only changed after Sirtis got fed up with it and demanded a more sensible wardrobe for Deanna.

I'm just pretty sure that the general backlash against the skant at the time caused them to just pull the whole thing entirely. It was a pretty ridiculous notion for either gender, & once that choice had been made, their fear was that they'd lose their precious sex appeal. So... Catsuit. What I never understood was why a more suitable length of uniform skirt/dress couldn't have been designed, perhaps even with black leggings or stockings. It's not like it would've been that difficult

I don't have strong feelings about the skant one way or the other, but there's a great scene in "Liaisons" where Worf has to put on a formalwear skant and complains to Riker that it "they look like dresses," and Riker has an excellent response: "That is an incredibly outmoded and sexist attitude. I'm surprised at you. Besides, you look good in a dress."

That scene alone justifies the skant in my mind, lol.

Right. I don't have any issue with it being used unisexually. My point is mostly about the impracticability of the garment (worn without trousers) for anyone on a work detail. Frankly, I never even considered the dress uniform, that includes a skant-like top, to be the same outfit. Worn with the trousers, like we see the senior staff do in official situations, is actually an acceptable usage of such a garment.

Anyone wandering the ship with their jockeys or panties only a few inches from being visible is just ludicrous, imho

Riiiiiight. A service with military ranks, a military chain of command, an Academy, starship crews, ground troops, a court MARTIAL, and which is called upon to fight when the Federation goes to war...

...ISN'T military?

It's really a muddled issue without a yes-or-no answer. Right off the bat, I agree with you that Starfleet is military, but to simply say that Starfleet is a military organization, without caveats, qualifications or explanations, would be very misleading.

As you said, Startfleet has military ranks, a military chain of command, and most importantly, carries out the functions of war. These all clearly make Startfleet military (using the word as an adjective here). Whether Starfleet is A military or THE military (noun) is honestly a matter of semantics. Many characters have said that Starfleet is not a military organization, and in some sense this is true, as the primary duties of Starfleet ostensibly involve research, exploration, diplomacy, and cultural exchange. The military aspects of their mandate are just something they do on the side - or at least, this is how they choose to frame it. You take physical education classes in school, for instance, and periodically they organize public games with various school teams, but it would be misleading to call high school a sporting organization. That's how Starfleet feels about itself in regard to being labeled military.

So in a way, it is fair to say that Starfleet is military but should not be called 'a military organization' or 'the military'. (You can disagree if you want; this is ultimately just a semantic issue). The problem is that, while Starfleet is not solely dedicated to war and defense, the Federation has no other branch or arm of government which is. In other words, Starfleet considers military affairs to be low on its list of priorities, yet is nevertheless in charge of the Federation's military infrastructure and decisions. This is a completely unrealistic situation, and it's also why defining Starfleet as a military or not is essentially splitting hairs.

TLDR: Starfleet is the Federation's military in every sense, but is not technically called a military organization because it considers its primary job to research and diplomacy, and it does military stuff essentially "on the side". This is completely unrealistic, and Starfleet SHOULD have a dedicated military considering the Klingons, Romulans, etc., but that's how the writers chose to write their universe.

I see absolutely no fundamental difference between those two.

And you believe the US military, for example, is? Hardly. It has plenty of functions to carry out in peacetime.

I thought you might not see a difference between those two terms, since they use the same word "military" and I didn't know what else to call them. That's why I also explained the differences in my post.

You're picking out the time I used the word "solely" and not addressing the rest of my post, which is a misrepresentation. Yes, the U.S. military is also not solely military. That was perhaps a wrong choice of words. Let's not get bogged down in semantics here, though. I also stated multiple times that Starfleet is PRIMARILY science and diplomacy, and that they consider this to be their main purpose. While the U.S. military carries out many functions, they consider their PRIMARY purpose to be war and defense, and even during peacetime, all of their other roles are secondary to that of training, drilling, building and maintain equipment, and otherwise preparing for war.

If you don't see a "fundamental" difference between an organization that spends 90% of its time and money doing stuff with military applications, and an organization that only spends 10% of their time and money doing the same, then I can't help you. If you're saying that Starfleet is LYING, and that they're not actually prioritizing science and diplomacy at all, then that's a different matter, and you might have a point. Personally, I'd chalk it up to the writing (action and violence make for more exciting television so it seems like they're always fighting, when the dialogue and various plot points would seem to indicate otherwise).

You could put Marina Sirtis in a 50-year old potato sack and she'd still be insanely hot.

This is why people find the UFP annoying-- smug, sanctimonious, Quark calls them bubbly and cloying, and they can't imagine they don't have the right answers on everything. They have a powerful military, but they self-righteously act as if they're above such things. They're stereotypes with a good bit of truth to them.
