I agree wholeheartedly. Savalas may not have been the best Blofeld possible (although I think he does well enough), but he's still leagues better in the role than Charles Gray.

I would go after the TWINE villain a lot quicker if it were Renard, personally. That's the one movie I can think of where there's a little bit of room for debate as to who is the main villain. Elektra's death is before the final act, which hasn't happened in any Bond film other than Casino Royale (and that one had a very different structure than the rest). Plus Renard is a bit more than just a glorified henchman. He's a major influence on Elektra (and vice versa).

I liked Elektra in the film, but Renard just wasn't a compelling actor and the bullet in his head was sort of stupid. It might have worked in a Moore film but not Brosnan, IMO.

That brings up another point. In the case of Octopussy and The Living Daylights, the main villain was a duo. Orlov and Whitaker were both excluded from the poll. In fact I'm sure many would argue Whitaker being the main villain of TLD over Koskov.
 
Ah, yes. I had considered TLD a bit as well, but had temporary amnesia or something.

Octopussy, on the other hand, I felt was worth inducing permanent amnesia over.

My primary consideration was which villain got top billing. The only exception to this, based on common sense, was YOLT, in which Mr. Osato, clearly middle management in SPECTRE, was higher-billed than our first fully-onscreen Blofeld. (This was probably a matter of Japanese movie industry politics.)

As I've been putting together a list of henchmen and minions, I've come to realize that a few second-billed villains were virtually partners with the higher-billed ones...but at this point, they'll have to settle for the henchmen game. Live and let learn.

In the case of TWINE, I'm pretty sure that the director on the DVDs makes clear that Elektra is the main villain, and that introducing Renard as if he were was a deliberate fake-out.

Jeroen Krabbé didn't deserve to go before Glover...at least Krabbé was entertaining....
