The best TV villain of 2011

Thing is, Joffrey was created BEFORE Draco and his appearance (as described by the books) fits with Jack Gleeson. It's just amazing coincidence that he and Draco seem alike (though Joffrey is worse than Malfoy ever could be).

The book Joffrey doesn't come across like (either the book or film) Malfoy though...

Caligula, yes, Malfoy, no...
 
A jerk blonde kid, spoiled rotten and from a powerful family. Acts like the big bully, but is actually an absolute pussy, relies on big tough guy(s) to do the physical stuff for him. Actually utterly inept when put in a position of power.

That's both Joffrey and Draco, except Joff is way worse because he's a King whilst Malfoy never got to that level of power.

Plus Joff is great deal more insane, but that begins to show more in CoK and SoS than GoT.
 
Best villain choices for 2011:

Regina in Once Upon a Time who has revived the whole Joan Collins vibe without the annoyance of a dull "nighttime soap" around her.

House in Doctor Who: "The Doctor's Wife".

And because it didn't air in some parts of the world till 2011, Morgana in Merlin Season 3. (With honorable mention to Morgause, even though I find it hard to buy Emilia Fox as a villain because she's the spitting image of Lindsay Wagner from the Bionic Woman...)

My vote would be for Mags Bennett from "Justified." That woman was just awesomely evil. She looked average, seemed physically harmless, but was a major drug dealer, had her three grown sons, and an entire county, under her control, ordered hits and even poisoned people as casually as you please.

Her steely-eyed, and creepily sympathetic tone, as she poisoned an employee because she wanted to raise his daughter was chilling. The actress even won the Emmy for it.
