So I was finally able to find out how to pass horseback riders on my bike. I stopped and asked a lady riding past me on a horse, and she said that I just need to let the rider know I'm coming and they'll let me go past.
I even tried it when I come across a group of three ladies, two riding horses, and one being pulled in a cart, later and passed them with no problem.
So apparently the other lady that kept yelling is just a "Karen".
