The Absence of Mr. Sulu...

I got it! Sulu was down in the Life Sciences Section/Botany Lab where he was feeding that human hand wrapped in a plastic glove named Gertrude from 'The Man Trap'.

If Takei was busy with his own outing ("The Green Berets"), why couldn't Sulu be out on a shuttlecraft mission? ("The Galileo Seven", "Metamorphosis") He was obviously on the command-career-track like Kirk (same uniform color), and he was obviously a pilot, so it makes sense that he was put in charge of crew of seven (or less) in a shuttlecraft (or other, similarly-sized expedition craft) on a mission to explore a planet (or system, or a deep-space trajectory) while the Enterprise was tending to other missions. Given what we saw in TAS, it's hardly farfetched to assume that such expeditions took place from time to time, if not regularly.

Sulu also could have been away on multiple assignments, including his psycho-simulator exam (the Kobayashi Maru scenario, perhaps?) or time at some isolated base, station or other remote installation ("The Gamesters of Triskelion", "The Empath").

I think it's also easy to see Sulu performing some obligatory audit for some other ship or station, where he comes aboard, lives with the crew as their guest, and examines their work and the condition of the ship/station to report back to the command base. Sulu would be at the perfect time in his career to be assuming duties like that.

Haven't any of the novel writers explored Sulu's second-year absence by making him the main character of an off-ship story like that? If they haven't, they're missing a huge opportunity there.

Hikaru was off undergoing some additional Starfleet training. An Advanced Helm or Weapons course, perhaps? This sort of thing also happens in real-world military organizations all the time. Just because you graduated from the Academy doesn't mean there isn't anything more for you to learn. Especially if you hope to command your own starship someday as Sulu apparently did as we later found out.
