What the hell is he? He's a cool, yet incredibly gross design. The minute I saw him I thought "transporter malfunction"

In regards to the make-up work, why would I say "no worse" when "better than" would be more accurate?

Most of the aliens in Star Trek look like altered humans, rather than naturally occurring alien lifeforms- people with abnormal ears, abnormal craniums, abnormal noses, chins, lips, etc. So, yeah, I think there is a pretty well established precedent.
