Talia staying on Babylon 5 **SPOILERS**

i sometimes wonder if Bester wasn't just messing with them when he let slip she was dead.
 
Talia was mentioned a few times in 'Final Reckoning: The Fate of Bester' by Garibaldi, but these are the most pertinent passages that relate to her fate: -
"Bester and his buddies had reamed her out, built a fake personality, hidden the real, nasty her way down deep. Or maybe it was the other way around. Maybe the woman I liked was the real person, and the buried creation ate her alive. Whatever the case, Talia, as I knew her, died because of Bester."

"...For Talia, dead even though her heart was probably still beating, somewhere."
So in short, as of 2271 (when the book was based) Garibaldi still didn't know for certain what happened to her. Her body may still be alive, but her personality died the moment Lyta sent the signal. Bester may or may not have been messing with them, probably more may than not as Ivanova said at the time he was trying to provoke a strong emotional reaction that'd help him get around the Minbari telepaths' blocks.

As for which personality is the "real" Talia Winters, which as Garibaldi says there's no way to be certain, I'd say it's reasonably safe to assume that since Lyta knew her from the Academy, that the Talia we knew was her "real" personality, or very close to it. Also remember that Talia was one of the test subjects at the Syria Planum dig, so it seems likely that since her memory would have been wiped after that anyway, that Control was implanted around that time.
