You know I wonder if the EMH from Voyager would be down with instigating, or being part of a rebellion of holos and synths from their perceived use as indentured labor? I mean there is that book he wrote and I think he did start something off back on Earth didn't he?
 
We saw one EMH passing around "Photons Be Free" to the other EMHs who were mining an asteroid. Apparently nothing came of it because there didn't seem to be any hologram rebellion from what we see in PIC.

That's the scene I was thinking of.. I couldn't place it but I remember it happening. I really am surprised that didn't lead so some kind of changes yet you have the Mars thing.

But the Synths on Mars didn't rebel because they were feeling a perceived use as indentured labor. They were reprogrammed by the Zhat Vash. They were nothing more than mindless robots.
 
It's such an illogical concept, you can't allow a species that can multiple at a rate of 1,000 times faster than you to occupy your space, at that point they're worst than the borg.
