Both he and Peter Jackson are fans of the show which is why they were so willing to let Moffat out of his Tintin contract to run the show.
 
The "early" release in Europe makes sense because Tintin was always far more popular over there than in the States. I was just fortunate enough to grow up on it thanks to my elementary school and local library.
 
Its the same for me, I was a volunteer student librarian for my school when I stumbled upon Tintin one day while rearranging the shelves and fell in love with the books.

I just watched the movie today and its not only as gorgeous and as funny as the comic, the story is as energetic as any Doctor Who story. Tintin and Haddock easily bounces from scene to scene in a seamless manner. And I can't help but think that "Geronimo!" in one of the action sequences is a shout out to Doctor Who.
