Well, yes. It suck. But maybe, in universe explanation is because "Utopia Planetary Shipyard" in Mars has been destroyed for more than 14 years, and they still burning. So Federation lost their capability to build a pretty ships, like in DS9 Berman era. Ships like Galaxy Class become very important, and rare, because they can't build it anymore. Not, without Utopia Planetary Shipyard.

That would almost make it interesting.Interestingly, although you wouldn’t know it from just seeing it in FC or DS9, but Alex Jaeger once said that the Saber is actually the same size as a Galaxy class saucer, and the ‘official’ size for it is wrong.
