Stark contrasts between DS9 and Voyager? Let me see . . .
DS9 was a steak made of beef. Voyager was a steak made of crap. On DS9 characters developed believably (for the most part). On Voyager, Harry Kim remained a green young Ensign for all seven years, never growing any wiser or more savvy no matter how much he experienced. DS9's writers honestly tried to challenge the audience. It was fun trying to figure out what would happen next. Voyager could pretty much only be enjoyed if you completely turned off your brain.
If DS9 was a precursor Ron Moore's Battlestar Galactica, then Voyager was a precursor to Knight Rider (the new one that everyone hates).
Why would there be lots of battle damage? CGI was too expensive back then to do it to their CGI model, same for altering the sets and real-life models of the ship.

I refer you to the episode "Year of Hell", where the ship became progressively more and more damaged. Even though the events of that episode were Reset Buttoned, there's no reason why the FX crew couldn't have kept the "damaged Voyager" CGI models they built for later use. No reason except that either Rick Berman or the suits at UPN (and probably a little of both) had a Barclayesque aversion to anything that even looked like risk.
Voyager on the other hand, is a single starship lost about 75,000 LY from the Federation, no space stations, no known facilaties to get supplies from, every day is a new adventure while travelling through unknown space, with unknow species. So, IMO you really can't compaire them.

Then with the lack of resources that Voyager faced, we should have seen more hard scrambling and desperation from the crew. DS9 had some real "what the hell are we going to do now?" situations where things looked grim and Sisko and co. did some questionable things to overcome them. I would have liked to have seen Voyager take risks like that.
