New uniforms were designed for Generations, even fabricated for the cast, but were abandoned at literally the last minute, forcing them to use the series uniforms. However, since it was a movie, they wanted a different look from the TV series, so the DS9 uniforms were brought in. Only Partick Stewart and Brent Spiner had DS9 uniforms tailored for them, however. Jonathan Frakes wore Avery Brooks's costume, and LeVar Burton wore Colm Meaney's. There's weren't any DS9 uniforms to fit Dron, Sirtis, or McFadden which is why they only wear the TNG uniforms in the movie.

I was referring to the DS9/VOY uniforms, which looked like crap on the big screen. The TNG series uniforms looked really good. But Berman wanted to get rid of those, because GR had signed off on them.
Yeah, the men's skants sucked. They would have looked better with longer sleeves, in both gender variants.
As a Romulan I fully acknowledge that your Federation does idiotic things. But even they wouldn't demand a ship stranded so far away with no chance of resupply switch to a new uniform pattern.
Demand? No, but a ship with as little difficulty repairing even the most severe damage wouldn't have any problem replicating new uniforms that might help them feel connected to the rest of the fleet.
^ Looks like 24th-century Romulans are big fans of the 1980s power-suit look. Actually, that jacket is quite practical. You can keep your cellphone, laptop, pens and makeup kit in those shoulders!
