The ST book Forged In Fire is plotted to precise Stardates and calendar dates. Is it accepted that the .1 .2 etc is an increment of a tenth of a day, and the main stardate moves up one24 day, 8992. 8993. ?

No, it's not accepted, and Stardates have never had a consistent, canon conversion to the Gregorian calender.

The system you're referring to was brought about more by coincidence and the need to be more consistent in novels written by different people. The new books aren't any more canon than the old ones, but have tended to be regarded by the publisher and the fans as such a bit more because of the effort to keep the series consistent and the fact that we're never likely to get any more Voyager, DS9 or TNG on screen to violate anything new.
 
the official version given in Okuda's chronology is that the TOS ones are random crap. the TNG+ ones work as

41 = TNG S1 - 2364
42 = S2
up to 47. GEN took place in 48. 2371
NEM was in 56 which = 2379.

the next three digits were intended to be a day in the year, but run from 001 to 999 at the year's end.

the .6 bit wasn't explained.
