I wondered that myself. She would've been the perfect Jedi Knight to lead the final push against Tambor's army but, more importantly, convincing the resistance fighter and the Senator to agree to work together. I mean, it was nice to see Mace in a more action-oriented role......finally....but still if any episode called for the involvement of a particular Jedi character (in this case, Secura) it would've been this one IMHO. Maybe the Jedi Council thought that she might not be able to be objective enough to lead the offensive on this mission since it involved her own people?
