BTW. This dialog was a reference to ST:IV Voyage Home, where they saved the quadrant, but got prosecuted.
 
As mentioned previously (and in other similar topics) by a few other folks, 2/3 of the conspirators were dead:

Chang: space dust
Burke: major case of "Phaser Headache"
Samno:^see above
Colonel West: knowing how a bug on a windshield must feel like about now (not to mention missing some very important vital organs from Scotty's phaser)

That leaves Valeris, Romulan Ambassador Nanclus and Admiral Cartwright as the remaining conspirators still living. The worst they can do to Nanclus is ship his rear end back to the Romulan Empire. And Admiral Cartwright certainly isn't going to take the fall alone.

Even money says Valeris' goose is cooked...
