Ok this is a mesh-up of different TOS scenes producing a very funny albeit silly episode. The first episode starts out a little childish but graduates to more sophisticated levels of humor, for example the Romulans speaking like Gungans to demonstrate how "primitive" they are, though I feel it is Roddenberry being rascist against minorities such as the Romulans. (Remember the accusations against Lucas in '99 over Star Wars Episode I?) Seriously though, this is funny enough that people who have watched TOS should get a good laugh out of this. I never saw this before - fun to see new-ish TOS at this late date!

The opening is very Twilight Zone-esque.

I think that's the first reference I've heard in Trek to "space law." Kirk & the gang were always space cops, but the show was cagey about saying it directly.

Did Kirk just tell Scotty to flash the bridge?
