He knew Picard, and Data is at least as famous, being both the only android in Starfleet and being joined at the hip with Picard.It's clear from the way they're playing BF's anonymity to the audience that he's somebody we'd recognize; and he also has to be somebody whom Rios wouldn't. Unless I'm missing someone, the only likely candidates there are Data/Lore/Soong or (*shudder*) Narek.

On a large ship like ibn Majid, you'd expect someone to recognise a person who looks like the famous Data, surely, even if he was more aged and human in appearance...so now I'm wondering if that person was Captain Vandermeer himself, whose career would have been contemporary with Data's, and who may have wanted to keep any concerns or suspicions to himself at first, not even sharing them with his first officer. Data was one officer and by that point in history a dead officer. With presumably no other members of his 'species' in existence. He may have a certain celebrity, people telling stories, etc, but I see no reason whatsoever why senior officers would automatically be briefed on him.

With trillions of beings who have roughly human facial features, and the same actors often having played multiple roles as different species, there must be lots of people who coincidentally resemble other people in this setting.That's a good point. Besides, there are all those anecdotal reports of various celebrities making themselves downright unrecognizable simply by changing their expressions and posture, and of course their hair/wardrobe, and the witnesses only being able to describe them as vaguely familiar until their identities were confirmed. I guess that could be heightened much more by a Spiner android lacking Data's most obvious distinguishing marks like his skin and eyes. Even if Rios knew how Data looked like, he'd probably only get a vague sense of familiarity that he cannot place; the kind that most people would readily dismiss if something else caught their attention.I don't dispute he would likely/plausibly be familiar with Data. Obviously Data must be at least somewhat well known.
I don't see any logical reason why he would ever have been officially briefed on Data, though. Especially since Data died (last of his species, or so people thought) before Rios ever even made any real command posting. But even if that weren't the case, why would Starfleet possibly waste time by briefing every single command officer in the fleet on Data's history? Data's history isn't that important.
Would not surprise me.Beautiful Flower is going to be a Narek twin and the father of all these Synths will be Data but looking much more human. I think Narek mentioning his dead brother is a hint at his synth origins. We also know that the Synth planet was sending out emissaries what if the Romulans encountered two 'narek-type' synths captured them and one of them died while the romulans were figuring out how to get the location of their homeworld?
