This appears to be some kind of informational vignette on overpopulation.

Also, I'm not sure what you mean by the statement that "Paramount only allows published fan works of the original series." I don't believe that's in the fan film guidelines.

Darn. Wrong link. I was viewing that video and must have accidentally copied that. But there are ST episodes that discuss the overpopulation issue too.
 
I'd be interested in how the various fan episodes fit together in order. They may not be completely compatible since they address issues such as Chekov's promotion and a partial upgrade.

That said, Rand is promoted to be an officer when she's still enlisted in TMP so there are some missteps in any event, if no more so than canon since she wears an enlisted uniform in STIV, is listed as Commander Rand in the cast, and is Lt(Jg) in STVI.
 
Episodes are episodes. Films are films. All episodes derived from the original series have few restrictions. But films have to be 15 minutes maximum.
Nooooope. Episodes are films for these purposes. "Fan film" includes every episode of New Voyages, Starship Intrepid, or Star Trek Continues. Just because the makers call them "episodes" does not earn them a Get-Out-of-Guidelines-Free card.

That's true, but those are for films. These are for episodes.
Perhaps you're confused because Continues kept producing full-length episodes after the guidelines were established?

Because technically they shouldn't have, but CBS looked the other way. As they are with a couple of other fan films which were in-development when the guidelines hit, like Yorktown: A Time to Heal.
 
Okay, this is all kinds of messed up.
