Can anyone tell me where I can buy this set in the United States? The only places I have found it are all outside the country and the disc will not play on my Blu-ray player.

This particular set was never released in the US.
If you must have this exact set, then the Japanese releases were Region A, so should play on American blu-ray players. You might check Amazon or ebay. Be careful not to get the Region B release.
Otherwise, a set of the first ten Trek movies on blu-ray was released in the US in 2013. It's called "Star Trek: Stardate Collection." Memory Alpha says the contents are "essentially identical" to "Legends of the Final Frontier."

Thank you Kor for that information. It was in fact Memory Alpha where I first heard of "Star Trek: Legends of the Final Frontier Collection (Blu-ray)" - as well as the alternative you suggested. Even though the contents are "essentially identical" to "Legends of the Final Frontier" - I just really LOVE the way "Legends" is packaged, i.e. the outer box and the fact that each disc has it's OWN box. I found it on Amazon but unfortunately this message was present: "No sellers are currently delivering this item to the United States."
I don't know WHY they couldn't have released it in the US as well. I'll check ebay as you suggested.

I think you just have to keep looking! I've tried to buy many region 1 discs from the US Amazon and you get the sellers that won't ship to the UK but there are always some who will!

I'd be curious to see this set.
I went ahead and bought the 2016 steelbook Blu-Rays from the UK I believe, even though I already had the US BDs compiled along with their 2009 DVD counterparts (I like the DVD inserts better because the 2009 generic cover artwork isn't cropped). Anyway the UK BDs appeared to not be region-coded because they play for me fine. I even prefer them over the US ones for leaving out the 2009 movie trailer and generic "ST movies on Blu-Ray!" commercial.

I have two sets (one TOS, one TNG), and each film comes in its own thin case.

I've had the same experience... just keep searching for the item week to week. Eventually you'll find someone with the courage to ship it to your country. Hope you score your discs, OP.
