After a bit of searching, and self-educating myself in
Finnish, strangely enough, in order to sign up for a download site that ended up having a broken link after all, I found this:

That is Bob Yewchuk's site, the author of the Star Trek Explorer help file. There's even a copy of the 3.6 version of STE in the Help Files folder, but... I can't get it to open. There's LOTS of interesting stuff in the other folders, though.
As near as I've been able to determine, there was, at the least, a 2.2 version, a 2.3 version, a 3.2 version, a 3.4 version, and apparently, a 3.8 version - but the non-working 3.6 version on this site is the only link I could find that wasn't broken. Maybe you'll have better luck opening it than I did? (I'm not sure if it matters, but I'm using XP, and the file in question may have been created under Win 98 - but none of the conversion programs I found did anything useful.)
