You need a music software (for recording and editing: Cubase, FL Studio, Logic), a player software (Kontakt) and VST Libraries (instruments samples). It's what professional musicians employ nowadays for video games, TV series and even movies (JunkieXL). Of course, it all has its cost, and you still need musical and sound editing knowledge...

Wouldn't sound out of place as the theme for a sixth season of Babylon 5 - but sounds just a little too - je ne sais pas - to be a Trek theme.
