Maybe they have chosen a post TOS, pre TNG timeline to explicitly rule out cameos from the "old" shows. Many of the post TNG Trek actors aren´t in the best shape nowerdays and some of them tend to be; well; kind of needy when it comes to make themselves available for a role in a show or in a movie.
