It also might be handy to establish just what the OP means by "Starbase"... in TOS, we saw mostly planet-bound facilities that were referred to as such, and TSFS introduced us to the massive mushroomian Spacedock-types of facilities that would from that point on be called by that name. And TNG thru DS9 used the term for anything from the mushroomian stations to the Regula-1 types and their variants.
