Spoilers Speculation: Who's the Main Villain?

I just saw the Star Trek Facebook page posted the motion poster for Narek with a tantalizing caption: "Treacherous Enemy or Mysterious Ally?" That got me thinking, who exactly is the Main Antagonist of this series? After all, unless they're keeping an additional main character's casting under wraps, the "Big Bad" is already amongst the announced cast and we just don't know it yet.

Narek seems to be the obvious choice. Dahj's attackers were Romulan, and we see the La Sirena fighting a Romulan War Bird in the trailers. The Borg experimentation also glimpsed in the trailers doesn't give me confidence the "Reclamation Center" is entirely on the up-and-up. Finally, Narek's appearance at the end of the episode coincides with the ominous updated orchestration of the "Balance of Terror" theme.

But it seems too easy and all of that foreshadowing could just be deliberate misdirection. Narek is in the trailer speaking with an unnamed Romulan woman who says, "She was sent here for a reason"; he responds "I'll get the information we need." He is also heard saying, "She has no idea what she truly is." Plus, the Romulans at first only tried to extract Dahj and only started trying to take her out after she activated.

I'm starting to think Narek and the Romulans are only trying to protect themselves from some unknown plot that Dahj/Soji are unwitting pawns in. A Romulan and a liberated Drone both refer to Soji as "The Destroyer" in the trailers, and Dahj certainly seemed lethal once she was activated.

I believe the main villain is actually going to be Jurati/Maddox, and that this plot is in retaliation for the (apparent false flag) attack on Mars and subsequent Synthetic ban destroying their "life's work" and "everything that ever mattered to me. Maddox definitely seemed the ego maniac and not someone to let his creations be co-opted.

Thoughts?
 
Narek is the only villainous character who's a series regular, so I'm going with him.
 
I think Narek is a villian and we'll find out who the other Romulan woman he's talking about Soji not knowing she's an android yet They're both bad.Wanting to learn all of her secrets. I'm still curious about the mystery about the ex borg drones and the ship's technology.

Worf: You dishonorable d'blok! First you try to evacuate the Romulan jagh who murdered my family!

Picard: Mr. Worf, surely after all these years you can't hold all Romulans responsible for...

Worf: Then you hire Tal Shiar spies to work in your vineyard! Spies who ordered the Khitomer massacre!

Picard: Hmm, I guess Laris and Zhaban did neglect to mention that part of their careers...

Worf: So I reprogrammed the androids to wipe out your Romulan "rescue" fleet, and ensured all Romulans would die the dishonorable deaths they deserve! And now, I will kill you where you stand! :klingon:

In seriousness, Picard's servants? The butler not showing up every week did it...

In less seriousness, Nancy Walker did it. :D Now there's a Murder by Death...

In more seriousness, the Borg/Romulan team-up is very plausible and more likely. Heck, the Borg made a deal with Janeway so you know there's a double-double-cross just waiting and not in a bad way.
 
The true villain is who ever the shadow T'la Shiar (can't remember the name) are afraid of. Control?

If everybody has their own agenda, then perhaps there isn't One Main Villain.
Maybe the story is going to shape up to show that all the characters involved have both good and evil intentions.
Picard is going to obviously get involved without Star Fleet's help or permission, talk about going off the reservation.

I think the Commodore is the main villain. Narek is just a First Level enemy. Rizzo is Second Level. Commodore Oh is the Final Boss. Clancy is in her pocket.

There's a chance that Narek and Rizzo will move against Oh when she turns on them (when not if).

Clancy is someone who Oh will have the goods on, even if she's caught. Clancy's a Starfleet Admiral. One way or another she has skeletons in her closet. Oh did her homework. So Clancy will have no choice but to help Oh or look the other way, just so she can save her own skin.

Those are my guesses.
 
Oh seems to be unaware that Rizzo is a Romulan. Oh herself I'm guessing is a Vulcan. While we don't or I don't remember it, get a position for her, she seems to be Star Fleet Intelligence. Maybe Section 31? Man I hope not. She and the Admiral are just bureaucratic obstacles.

I'm with you there. I don't want it to be Section 31. It's too easy to blame everything on them. No. I want Starfleet and all the ugliness it has on its own to be right on display.

I bet you in "Conspiracy", the Admiralty loved those parasites. Because they could blame everything happening on them, whether it was the parasites or not. "What about X, Y, Z?" "Don't worry! It was all because of the parasites! Nothing to see here... " "But it couldn't have been the parasites." "That dastardly Section 31! They're always up to something! We'll look into it. Don't discuss this with anyone else! We're counting on you... "
 
After episode 2 it feels like the conspirators in Starfleet & the hidden Tal Shiar group are probably the main villains. And after reading everyone else's thoughts I think they're going to accidentally activate that Borg cube and oh sh*t, here come the Borg again. Can totally see a season finale where the entire Alpha/Beta quadrants are fighting off another Borg invasion.
