I'd say Louise Fletcher is tough to beat. Not only did she do a fantastic job with what she was given, but common, it's Nurse Fucking Ratched.

The only recurring character I didn't particularly like was the Borg queen, really. The ones that jump into my mind immediately are:
Andy Robinson (Garak) as my favorite, no question at all. The next, in no particular order:

John de Lancie (Q)
Whoopi Goldberg (Guinan)
Michelle Forbes (Ro Laren)

All of DS9's were fantastic, though and my 'top' list definitely changes up, including Martok, Weyoun, Dukat, Ross, and others.

And yes, Jeffrey Coombs (sp?). Brilliant actor. Part of me cringed every time Weyoun got killed.

All of them, really. The ones who kept coming back were part of what made the shows what they were. I can't think of any I'd get rid of.

I think John DeLancie is my favorite, though.
