I know, but for regular operations of running a business. Kawajelein was their original starting location becuse it was easier when no one heard of em.

I interpreted these comments to mean they were planning on buying space at one of the commercial spaceports now under construction. Spaceport America, for example.

From my understanding they plan to build a whole new facility. Southern Texas would be a good place.

Yes, but it isn't clear if they plan to do this from scratch or setup shop in an existing launch complex like they did at Kennedy.
