Inevitably, bands always reform. It might take a long time, but it always happens, if only for a one-off reunion. (Look at how long Waters and Gilmour hated each other until they played at Live 8 in 2005)
Soundgarden and AIC are more hard rock/metal than grunge, I agree. They got lumped in with the grunge scene. Soundgarden said once that they were 'too punk for the metalheads, too metal for the punks', so they got pigeonholed as grunge.
I hope they tour and do a new record, as Alice in Chains have done. The new AIC is very impressive to me. I was sceptical but damn, what a good album. You can almost still hear Layne's spirit there.
