Something I've never seen in a Trek Fan Production

Frankly, I think it was a healthy release of steam. If you'll notice, everyone was venting about various situations out of their control. Schnitzer's answer, in particular, was hilarious.

To answer your question, we used the "gattling phasers" in our episode, "The Void," located here on YouTube: http://www.youtube.com/watch?v=svIS9SL8MPM. You'll see that in the third act, our Constitution-class does fire its phasers in the manner you're describing.

As to why no one hasn't done it with an Excelsior-class ship, I'm not sure that no one hasn't. Unless you've seen every Trek fan film (and I would bet you hadn't seen "The Void"), then you don't know that someone hasn't. :)

In watching the above mentioned fanfilm on YouTube I also happened across "Battlestar: 1999" which is a really nicely done mashup of Space: 1999 episode "War Games" and various original BG scenes.
 
I do not know if there is a formal, correct answer to the 'mash-up' question. I can say I do not see references to mashups at most of the fan film websites I follow, and I treat them like 'inferior' fan films. I originally includes SOME that were particularly well done, Star Trek: Alliance Born and Star Trek: Counterwords come to mind. Then, there is the partial mash-up. Is it a mash-up it if uses footage from an episode as 'history' for the fan film? Star Trek: Return to Triskelion does that (see http://startrekreviewed.blogspot.com/2009/06/46.html ) but for the most part it's an original episode which is a follow-up on the 'historical' story.

I throw all the links I find lead to mash-ups into a single page, and if anyone else wishes to spend the time sorting them in a formal way, I will happily reference that website.

Seriously, Phase II is not bad, but it's TOS. I have yet to see a fan production in similar quality for the TNG era.

I think the reason for this is simple: TOS has a larger fanbase. It is also harder to produce a bridge set like we saw on TNG. That said, there are some quality TNG/DS9/VOY series out there. You just need to look for them. The "USS Intrepid" fan series is a good series to check out.

I think one reason is that the special effects of the OS era were primitive enough (though pretty good for that time) that it is far easier to do an original series era fan film with effects that are equal or above the quality of that time than it is to do fan films that are equal or above the quality of modern Trek series.

Just look at all the various effects upgraded versions of "The Doomsday Machine". I can think of half a dozen off hand.
 
The only reason tere isn't a TNG era fanfilm of similar production quality to Phase II/Farragut/etc is that none of us have the sheer resources or financial clout of those teams.

I always wondered why there weren't more fan films that were set in the TWOK-TUC time period. Maybe it was the set costs issue.
 
You could also do a "Tuvix" type episode where one of the chocolate beings is accidently merged with a peanut-butter based life-form. "Ensign Reese, reporting for duty."
