Absolutely. Stories like Power of the Daleks, Genesis of the Daleks and Remembrance of the Daleks are wonderful. It can be done but with some patience and extra work.
Absolutely. Check out The Tenth Planet when you can. I think they're even creepier there with their sing-song voices and spare parts.Also, got my first classic Cybermen story for Christmas, Troughton era "Tomb Of The Cybermen". Haven't watched the whole thing yet.....but oddly enough....these guys are creepier by far than all later iterations, IMO.

These Daleks come from the void way back in season 2. Winston Churchhill militarizes them and has them serve tea.

The Nation estate is the surviving family of Terry Nation, who created the Daleks in 1963. The estate holds the copyright to the concept of the Daleks, which means that the BBC must retain the estate's permission -- through large sums of money -- in order to continue using them.
^ Exactly. They were designed by Ray Cusick, who was a BBC employee at the time, so they have a stake in the physical appearance.
