Starfleet is decimated in this movie (speculation), and at the beginning of the next movie, they're looking for every advantage they can, particularly against a newly revitalized Klingon threat, being spearheaded by Klingon-Human Augments. Old Spock advises the Admiralty:
"There was a man who once caused my demise, but that was another time and place. After he had been greatly wronged, and I am ashamed to say, I was part of that wronging. But maybe this time, things can be better. And we need him."
And thus the NCC-1701 is dispatched to bring back Khan Noonien Singh.
