Star Wars definitely does, not sure about Dr Who. I know they were going to do a gag in Atlantis where Ronon was watching BSG on TV and turns to say to Sheppard "We should help those people". Then as he's explaining TV to Ronon he comments on how TV shows people with more exciting lives than their own, although BSG isn't as exciting as their lives.

Freaking out would be a bit strong.

Its just something that pushes the sillyness a bit further.
Army Of Ghosts doesn't only feature the Doctor watching Eastenders (with Jackie Tyler a fan) but the two of them then travel to Torchwood HQ where two of the staff were recent ex-Eastenders!

Then over on Eastenders you had the Branning Girls talking about the Battles In Times cards. Technically their mother would have a card, being Lynda in Bad Wolf.
