^ When Kai Opaka first meets Sisko she confirms that Sisko is the Emissary when she feels his pagh, the Prophets probably simply felt the same thing when they scanned him. They noted that there was soemthing different/special about him and decided to take a further look while Dax was simply another corporeal being and was quickly ferried out.
