He may have shown more respect to Picard, but I think Gowron had more respect for Sisko. While Gowron probably did respect Picard, I got the feeling that a lot of his kowtowing was done for show. Gowron was a politician: Showing Picard a great deal of respect was the prudent thing to do.
Shouldn't this be in GenTrek, or are you skewering events towards a certain conclusion?
Anyway, I'd presume the answer would be Picard. Picard was, as stated, the Arbiter of Succession, and Gowron respects people with power. Sisko; by contrast... well, he implicitly gave Worf free reign to kill him. I may not be Gowron, but I'd be a little cheesed if someone did that to me.
Sisko. I'm basing this response on Klingon culture. Gowron fought both against Sisko and side by side with him during the Dominion war. Sisko defeated him at DS9 and then had victories with him during the offensive against Dominion allied Cardassia.
Battle is how Klingons measure the character of a person.
He should've had more respect for Sisko. But Picard did help him get the Chancellor position. IMO Picard got him into power, Sisko was a torn in his side.
Picard's honor was shown to him as being unique among humans. He appeared before the Klingon High Council multiple times so was someone Gowron couldn't speak ill of unchallenged. In addition, the Klingon Civil War was won because of Picard. Eventually, by WotW, Picard had killed the Duras Sisters (Gen). Sisko relied on his SF authority much more than his personal character in his Klingon dealings.
