The power grid in Texas is maintained by a Non Profit system that was set up in the 40's. The legeslature does have some advisory capablities, but its all them. And its all a pooch screw because they didn't weatherize after the LAST winter storm a few years ago, so yes its there fault, and the texas legestature's fault for not checking up on them to make sure they did there damn job.
Now the tweet.. Ugh.. She did say they get what they deserve so does sound like a big raspberry to texas.. and the other girl/guy was right to call her out on it.
and Robert Francis is also a Douche Nozzle ..
 
It's not great but I'm mindful that maybe anger at a situation overrode her better judgment or tact in expressing herself (or maybe she said exactly what she wanted to say). I've said similar things, I just don't say it to an audience.
 
She uses the unempathic tweet to promote someone called Beto. Who's Beto?

Beto O'Rourke was a former congressman that represented El Paso, and may run for governor against the incumbent Greg Abbott.

There are parts of Texas that are not in ERCOT that are under the same weather system, but aren't affected by the blackouts. El Paso is in WECC and parts of the Panhandle and East Texas are in SPP. those two regions are connected to states other than Texas. For example El Paso Electric Company winterized their bulk electric system after the previous deep freeze that hit Texas in 2011 and had no generation or transmission related outages from this storm.

North America has three regions:
ERCOT=Electric Reliability Council of Texas
WECC= Western Electric Coordinating Council=Western Interconnection
SPP= South West Power Pool (Located in the Eastern Interconnection)

The regions AC systems are electrically isolated from each other. There are AC/DC/AC ties of limited capacity (up to 200MWs) between East and West, and between East and ERCOT.

At least that is how it was when I retired as a NERC certified Balancing, Transmission and Interchange operator in 2012.
