Single Episode Stories Go on the Back Burner?

I think it's kind of a shame that no (liberated) Orion characters figured into the 24th century shows. Does anyone know why, of all possible uses, Quark never had any Orion dabo girls (except apparently in a relaunch novel)?
We never saw much of the Andorians or Tellerites in the 24th century, either, and they're supposed to be founding members of the Federation. I was always hoping that more elements from TOS would be incorporated into the modern shows, but it seldom happened.
 
Fuller already confirmed there will be an overall story arc for the season as a whole, but each episode in itself will be relatively self-contained.

I imagine if he went the other way and did something like Hannibal where each season would be split into two story arcs, it'd be nice to have a standalone palette cleanser halfway through the season where they could bring in a famed sci-fi author, someone like Neil Gaiman with Fuller's experience working with him on American Gods, to write another City on the Edge of Forever or The Inner Light.
 
I like the Wagon Train format of characterization. There would be a few recurring characters, but each episode would focus on a guest star. The story would be about that guest star's character-a member of the wagon train, or someone met along the way. (This kind of show has a Roaming the Earth trope). That guest star character may have a life changing experience, even if the recurring characters did not.

I can imagine combining that general format with a variety of episode lengths. Some may be two-parters, others trilogies, with an occasional stand alone.
