I was under the impression that the Horizon was not Starfleet and/or it's visit predated the prime directive. Perhaps I remember wrong?

The Horizon's visit occurred before the Prime Directive was ever created, yes.

And the ship's identity was a mystery until recently:

The Horizon was a civilian cargo freighter owned by Travis Mayweather's family (we even see the 'chicago gangs' book in one episode). Of course we never SPECIFICALLY find out if it's the same ship - at least not in the show - but it is heavily implied. And the novel Kobayashi Maru flat-out says it is.

Well, the book on that ENT ship is not the same as the book on Okmyx' stand. It's not even a different print of the same book - the two have different titles altogether, even if they appear to discuss the same subject matter.

Of course, if these people had one book on gangsters aboard, they might well have had dozens of different ones.

That episode almost got made for DS9, but they went with Trials and Tribble-ations instead.
