I think the same reason we saw the Borg Queen give orders in Voyager, it's very difficult to convey telepathy or data transfer in a visually interesting manner. I don't think he had the time to do so?Seems to me Picard could have removed Data's head and then beamed them off the Scimitar while his body remained to press a button. Put Data's head on B4 or Lore's body and Data lives on.
