There are women with Kirk earlier that would not be considered gratuitous as that scene demonstrated Kirk's partying and cavalier ways. I'm not upset about the scene but it turns a woman who is supposed to be a science officer and weapons expert into a chick in her underwear to be ogled."

There's no dialogue in the scene, just oddly dramatic music, so you're not missing anything. Though I don't think it was music and dialogue you were concerned with.

Yes, and right before he was placed in the holding cell where he was given a basic Starfleet long jersey shirt with insigna, and pants, boots. I would think that he was given these clothes because he was still at the time known as a member of Starfleet (though gone rogue).
