Yep, it's along with how Seven said that all the Borg were assimilated when "Q Who?" and Hugh implied that there were Borg who were ALWAYS Borg from birth and not prior individuals later assimilated.

Plus, Seven isn't perfect. She could be wrong or just making an arrogant assumption on incomplete information.
