So the government recruits from Brown and MIT but ignores Oxford? Seems to make Wray's position even more unnecessary

If there were any other foreign scientists working on Icarus, they were probably picked up by the Hammond or died in the attack. All the people who initially boarded Destiny were in/around the Gateroom's transporter jammer radius.

I'm guessing hiring foreigners gives them less wiggle-room when it comes to secrecy legislation, also the US military isn't exactly the most trusting (or trustworthy) of institutions, especially when it comes to foreigners.
