I think the only reason that Supergirl exists on another Earth is because it started on CBS, and later. So from the writers' point of view, it would be hard to deal with the idea that Green Arrow is doing his thing in a world where Superman has been active for a good ten years.
I think had Supergirl started first, this would all be one world.
And if we carry things out, per the comics and every other incarnation we have seen, they do all exist on one Earth. The Justice League would be so different without all the heroes we know.
The writers have said they won't address this issue, but I sure would love to know what the story is with Barry on Supergirl's Earth. I would think just out of curiosity, she would want to see who he is, or if he exists. We know there's a Central City.
