That was my impression as well. We dont know if this the Romulan Govt, or some faction acting on its own. How could Soji, presumably a Federation citizen, even be at this site? Given the very high value of a Borg Cube, I assume this is an off the books, very sensitive, black op. We will find out who really runs it. Fed and Romulans? Tal Shiar and Section 31? Some other group? IDK.The Romulan logo on the cube it is different. So we really have no clue what Romulan society or government looks like after the destructing of Romulus. Likely lots of chaos. Chaos that may not be totally under control yet.
