This might be more about the liberated Borg who still use Borg tech than the collective itself. The Romulans seem to have control of a cube, possibly captured by them. But a number of Romulans live in the Federation apparently. Some are working for it, judging by the Blade Runners. If I were Section 31, I would be recruiting out of work Tal Shiar operatives. Maybe they have. Is there still a Romulan Empire? Who runs its government? Is this "Romulan Reclamation Site" at the Borg Cube a Romulan Govt operation? IDK
No, but there is a synth Fight Club somewhere. Because every show has a Fight Club episode.
The Romulan logo on the cube it is different. So we really have no clue what Romulan society or government looks like after the destructing of Romulus. Likely lots of chaos. Chaos that may not be totally under control yet.
That was my impression as well. We dont know if this the Romulan Govt, or some faction acting on its own. How could Soji, presumably a Federation citizen, even be at this site? Given the very high value of a Borg Cube, I assume this is an off the books, very sensitive, black op. We will find out who really runs it. Fed and Romulans? Tal Shiar and Section 31? Some other group? IDK.

(Come to think of it - the way she dissolved near the end of STP Ep. 1 was somewhat similar to how the Borg Queen's organoc components dissolved near the end of ST:FC.)

That and the police have far more pressing matters to attend to (arresting murderers, rapists, armed robbers, etc.) than to go chasing after an android.
