"She hasn´t activated yet..."

What exactly do you think does "she hasn´t activated yet" mean?
I first suspected it to mean something like "hasn´t access to all her memories or / and android abilities yet" but the term "activated" makes me think about more sinister meanings like "a sleeper agent beeing activated", " a weapon beeing activated and primed"...

Is the activation something these agents wish to universally prevent? Or something they wish to control? We have at least two parties working on machine life, the Romulans with their Borg connection and the missing Maddox. Perhaps also other elements at Daystrom, including Jurati? Or these players may be in cahoots, all together or two against one or whatever. The Synths went bad once already; no doubt part of a plan of some sort, but perhaps a mere accident, not representative of what the plan is really about. Their suddenly attacking Mars certainly sounds like "activation", too.

The "exactly" bit we will eventually learn. But obviously the advanced Synths are supposed to achieve something after activation, despite being deployed before activation. Might be sinister, "sleeper agent" stuff. Or might be a gradual awakening to better ease them into the society, much like Data had all those blocks in his programming to initially make him look harmless and only slowly give him more humanlike and thus more threatening qualities.

My take on it is that it was just a way to let the audience know that SHE thought she was just a normal kid from Seattle with no knowledge of being synthetic or having extremely enhanced combat ability. Then the "She's activating!" line to once again guide us to the fact that her abilities were coming online. Training wheel dialogue for people maybe new to Trek. No big deal for me.

We're assuming the Romulans are the bad guys here. Who knows what she was programmed to do. Maybe they were aggressively trying to prevent a catastrophe.

I mean, yeah, she is probably good though. But you can never be too careful where androids are concerned.

What seems clear is they found her before activating - somehow. And didn’t just beam her away.

I thought about why they couldn’t beam her out too, but we have precedent that one needs to be specifically marked to get a transporter fix or be carrying a communicator badge. There’s probably some kind of defense against direct transporter kidnapping in Earth cities.

I assume “Activated” means awareness of her capabilities and it’s triggered by being in danger. Also it seemed they preferred capturing her alive.

They had time to attach the scanning device and use it to verify she hadn't "activated" yet. Why they couldn't include/attach a transporter transponder and beam her into a holding cell or whatever makes little sense.

^ Perhaps they were concerned about being detected by local law enforcement? The police might be able to pick up on rapid bursts of unknown trnasporter activity.

And as @JirinPanthosa said, there's got to be some kind of defense against unwanted transporter incursions.

The police? Please, if. anything the episode shows 24th century Earth police as incompetent. Dahj runs around the planet for 12+ hours AFTER her friend is murdered and his body (plus 3 Romulan bodies are left laying in said apartment.

Hell, they don't even keep Picard until he's recovered to ask what happened...was he asualted, robbed, etc.

Yeah, I doubt they were worried about the police.

That can be attributed to her advanced android abilities. She'd know how to avoid anyone looking for her.

and his body (plus 3 Romulan bodies are left laying in said apartment.

To be fair, we don't know how the police responded to that. We don't get to see it, because it's just not important to the story.

could dajh and soji be products of Borg technology?

It certainly sounded like they were treating her as some kind of sleeper agent. Whether or not that's accurate remains to be seen.

I assumed that the Romulan Blade Runners are aware that apparently some of these androids dont know that they are androids and cannot fully access their abilities until they "activate". Of course, even after she started whooping ass on them, she still didnt seem to know who or what she was or how she was able to slice and dice these guys.

She didn't know she was an android yet.

"Romulan Blade Runners" wins the day...!
