Alright, let's not pretend like America didn't have their own host of god-awful superhero costumes (and some of them show you don't have to look cheap to look terrible). Here are Black Canary, Hawkman and Captain Marvel from Legends of the Superheroes, the Tattooed Teenage Alien Fighters from Beverly Hills, Vampirella, Shaq's Steel, Ahnuld's Mister Freeze, Roger Corman's Black Scorpion and TV's Nightman:

So those Turkish movies are meant to be parodies then? I thought they were done seriously, but just had no money or skills.

Oh, they were certainly meant as serious movies, or as serious as really bad exploitation movies can be. They are, however, unintentionally hilarious. The heroes are usually meant to be really badass, but it mostly comes of us silly. There is a lot of technical incompetence, and they sometimes even use music and footage from the American films they're supposed to knock off.

It was only decades later that the makers of these movies began to appreciate the absurdity of it all, and even made some intentionally comedic efforts like the belated sequel to the infamous Turkish Star Wars.
