I could be wrong, but I think this is Disney's The Legend of Sleepy Hollow.

It's from The Adventures of Ichabod and Mr. Toad the first half of which is an adaption of The Wind in the Willows the second half an adaption of The Legend of Sleepy Hollow.

Yes, classic animated work. And the exploding horse is from season one of "Family Guy". Amish horse and buggy chase. The Amish horse and buggy goes over a cliff, explodes, pan to the surviving horse and it also explodes. A moment of classic absurdism on the show.
